A gathering among the mountains and rivers in Huairou, planning for future cooperation and development. 2018 World SME Conference, which is themed “mutual understanding, interconnection and sharing” was unveiled today at the Yanqi Lake in Huairou, Beijing. The conference was initiated and sponsored by China Association for Small & Medium Commercial Enterprises and attended by representatives throughout the world. The conference aimed to demonstrate the latest achievements of SMEs in China and called for in-depth discussion on the routes and prospects of SMEs in globalization in the context of fierce market competition, to provide Chinese solutions for SMEs to participate in project cooperation in countries along the Belt and Road.
从2017年开始，雁栖湖的梦和故事，就跟中小企业紧紧连在一起，从2017“一带一路”沿线国家中小企业合作论坛到2018世界中小企业大会，让中国在世界面前展现出态度：推动中小企业参与“一带一路”，实现中小企业国际化步伐，共同构建创新、合作、交流、共享的中小企业交流合作平台，建立互联、互通、互鉴、互融的全球中小企业服务体系。雁栖湖不仅奉上了一场场汇聚全球顶尖中小企业创新成果和思想的饕餮大餐，更见证着世界中小企业发展的进程和梦想，并用它的包容与开放，让世界各地的智慧火花汇聚，携手共建中小企业发展的命运共同体。
Staring with 2017, the dreams and stories of Yanqi Lake have become an inseparable part of world SMEs. From the SME Cooperation Forum among the Belt and Road in 2017 to the World SME Conference in 2018, China has clearly presented its attitudes to the entire world that China will facilitate the participation of SMEs in the “Belt and Road” Initiative, help SMEs to realize their globalization, build a cooperation and communication platform for world SMEs and will build up a global SME service system featured by interconnection, mutual understanding, sharing and worldwide integration. The Yanqi Lake not only presents us with a grand feast of the achievements and conceptions of world leading SMEs, but also witnesses the progress and dreams of world SMEs. With her inclusiveness and opening, all the greatest minds and thoughts are gathering here, contributing their wisdom and talents to the common prosperous future of SMEs.

The lead goose makes smooth flights for the flock, while the broad lake makes peaceful voyage for boats. Today, the conference opens again and receives the outstanding representatives of SMEs throughout the world, including government leaders, industrial pioneers, great educators and researchers, who will, in the next two days, share their opinions and ideas on supports and services to SMEs, innovation and entrepreneurship, participation in the Belt and Road Initiative, improvements of the financing service systems and development of blockchain technologies. The heated discussion will be focused on the hidden champions in Germany, Chinese solutions in supports to SMEs, the latest innovation and achievements, international cooperation opportunities and the future paths of SMEs. Yanqi Lake is more than the birthplace of the World SME Conference, but is the perfect stage for world SMEs where they create their innovative new chapters that benefit all SMEs throughout the world.
十二届全国政协副主席、中国拉丁美洲和加勒比友好协会会长马培华在讲话中指出，中国要扩大进口，就需要让国外企业更好地向中国出口。过去，向中国出口的主力军是国外的大企业。但在全球贸易碎片化、个性化和定制化趋势明显的时代，国外中小企业将是满足中国进口需求的一个重要力量。事实上，全球企业的主要构成也是中小企业。在大多数国家，中小企业都占主体，平均占比95%。很多国外中小企业都知道中国是个大市场，但受困于信息获取不足、海关程序繁琐、信用甄别困难、贸易融资不足等问题，向中国出口却困难重重。而借助电子商务，中小企业能更快地提升参与全球贸易的能力，以更低成本接触到全球客户、获取订单和积累信用。
Mr. Ma Peihua, Vice Chairman of the 12th CPPCC and President of China Association for Friendship with Latin America and Caribbean Area, said in his speech that to expand the scale of imports, China must help foreign enterprises with their exports to China. In the past, most exports to China were by large enterprises. However, in the context of fragmentized global trade and prominent trends of personalized and customized services, foreign SMEs have become the main forces that satisfy China’s demands from expanded imports. In fact, most enterprises throughout the world are small and medium sized enterprises. In most countries, SMEs make the largest proportion of enterprises, specifically 95% of enterprises are small and medium enterprises. It is commonly known that China has a huge domestic market, however the lack of information, complicated and tedious customs procedures, difficulties in enterprise credit reference and the insufficient trade financing have created various barriers that set back the exportation of foreign SMEs to China. However, with E-commerce, SMEs can easily improve their capacity in global trade, and reach the global customers, receive orders and accumulate credit points at lower costs.
十二届全国政协副主席、全国工商联原主席王钦敏在演讲中指出，中小企业是最为活跃的创新群体，能够适应国际市场上技术更新快的特点，其提供的产品和服务往往更加贴近市场需求。中小企业的规模相对较小，“船小好调头”，对市场变化的反应敏锐，应对灵活，能够根据国际市场环境的改变及时做出相应调整。此外，我国中小企业产品丰富、竞争能力较强，在“一带一路”沿线国家具有广阔的市场前景。支持中小企业依靠市场化力量推动“一带一路”建设，有利于充分发挥市场在资源配置中的决定性作用，实现供需双向的良性互动。中小企业的普遍参与有助于扩大“一带一路”受益面，促进沿线国家人民“民心相通”，让广大民众成为“一带一路”建设的受益者。
As Mr. Wang Qinmin, Vice Chairman of the 12th CPPCC and former Chairman of All-China Federation of Industry and Commerce, said in his speech, SMEs are the most active group in innovation activities, as they can make quick and swift responses and adaption to new technologies in the international markets and provide products and services that are better customized to market demands. The relatively small size of SMEs make them flexible and agile in responding to market changes and in adapting themselves accordingly to the fast-change market conditions. Besides, Chinese SMEs are able to provide products in diverse types and are competitive in the markets, so a promising prospect can be expected for Chinese SMEs in countries along the “Belt and Road”. Supports should be given to SMEs to promote and facilitate the implementation of “Belt and Road” Initiatives through participating in local markets in the “Belt and Road” countries, which helps to play the roles of market in decision resources allocation and in realizing healthy interaction between the supply side and the demand side. Extensive participation of SMEs helps to amplify the benefits brought about by the “Belt and Road” countries and to enhance the civil connection between different nations. This will finally bring concrete benefits to the general public in these countries.
意大利前总理马西莫.达莱玛在演讲中指出，按照欧盟制定的中小企业标准，意大利99%的企业为中小企业，约420万家。意大利中小企业产品声誉好、竞争力强，尤其是皮革、制鞋、纺织、服装、金银首饰、卫生陶瓷、机器制造、家具制品、玻璃制品、大理石制品等在国际上都有重要影响，是出口创汇的主要组成部分。其成功经验可归纳为四个方面：中央和地方政府扶持；实行集群化发展和“弹性专精”生产方式；不断进行生产设计和管理模式创新；建设企业信誉和先进企业文化。
Mr. Massimo D’Alema, former Prime Minister of Italy, said in his speech that 99% of Italian enterprises, i.e. about 4.2 million enterprises, are SMEs as defined by European Union. Italian SMEs have good business reputation and strong competitiveness, especially in leatherware, shoemaking, textiles, clothing, jewelry making, sanitary ware, machinery, furniture, glass ware and marble products, which make the main part of exports and foreign exchange earnings in Italy. The success of Italian SMEs is driven by four factors: supports from central and local governments; centralized development and “flexible specialization” production; continuous innovation in production design and management models; and the building of enterprise reputation and company culture.
中国商业联合会会长、2018世界中小企业大会共同主席姜明指出，在新业态、新模式集中涌现的商业新时代，传统商业回归本质，商业的本质就是顾客，为顾客提供他们需要的商品，这是商业的初心；顾客需求在随着时代改变，通过新合作、新服务等一系列创新举措，迎合不断变化的市场与顾客，这是商业的驱动；创新不是噱头，不是口号。而是真真正正地通过优化自身，提升效率。保障顾客得到最好的商品与服务，这是商业的精神；在满足顾客需求的同时，通过多方的合作，使商业生态圈更加完善，多方共赢，这是新零售的前途和担当。
Mr. Jiang Ming, President of China General Chamber of Commerce and Co-Chairman of 2018 World SME Conference, pointed out that in the new era of commerce featured by new business models and new patterns, conventional commerce is returning to its original purpose of providing desirable commodities to customers. As customer demands are changing from time to time, new actions are required to establish new cooperation and to provide innovative services, which are the main drivers of commerce today, and that innovation is more than of actions than slogans. Innovation is to realize self-improvement and better efficiency through concrete actions. The unchangeable truth of commerce is to provide satisfactory commodities and services to customers. In this process, multilateral cooperation is required to improve the business ecosystem to bring benefits to all parties participating in the process. This should be the undertaking and future of new retail.
中国中小商业企业协会执行会长、包商银行董事长李镇西指出，让中小企业拥有“大舞台”，迸发出“大能量”，是举办世界中小企业大会的初衷。依托于中国经济的快速增长和巨大潜力，坚持循序渐进和互利共赢的原则，推进经济合作和互联互通，中国“一带一路”的倡议正在开启和引领全球化的新征程。中国的13亿消费者市场，是今天全球单一最大和最重要的消费者群体，不仅是推动世界经济发展的强大引擎，也是维护世界和平的稳固基石，是不确定的世界中最为确定的重要力量，更是世界中小企业共同需要的大市场、大平台、大机遇。
Mr. Li Zhenxi, Executive President of China Association for Small & Medium Commercial Enterprises and Chairman of Baoshang Bank Limited, said that the inherent goals of the World SME Conference are to provide SMEs with a “broad stage” to unleash their “great powers”. Backed by the fast economic growth and huge potentials in China and guided by the principles of progressive advance and mutual benefits, China is now an important push of economic cooperation and interconnection and the “Belt and Road” Initiative is opening and leading the new development of globalization. The huge consumer population of over 1.3 billion consumers makes China the largest single market and the most important consumer group of the entire world. China is not only the powerful engine of world economy but also a cornerstone of world peace. China is playing an important role in the international community, which is the most certain thing in the world full of uncertainty, and is providing world SMEs with the big market, platform and infinite opportunities.
联合国工业发展组织区域首席代表包锐理受总干事李勇先生的委托到会致辞，他指出，帮助各国促进包容性和可持续工业发展，特别是重点支持中小企业。在促进中小企业参与全球和区域价值链、利用技术合作项目，以及研究分析工作方面积累了丰富经验。我们一直和中国工信部保持紧密合作，通过掌握的“新工业革命”和“中国制造2025”的等知识，促进中国向绿色、创新性经济转型。联合国工发组织支持世界中小企业大会的举办，愿意为推动中小企业参与“一带一路”给以支持和帮助。
Mr. Ralf Bredel, Chief Representative if United Nations Industrial Development Organization, commissioned Mr. Li Yong, the Director-General, gave an address, and said that UNIDO is devoted to the promotion of inclusiveness and sustainable development in all member states, especially special supports should be given to SMEs. UNIDO has accumulated profound experience in helping SMEs in participating in the global and regional value chains, technology cooperation projects and related researches and studies. We keep close cooperation with China MIIT to promote the transition of China to a green and innovation-driven economy, by enhancing our understanding of the “New Industrial Revolution” and “Made in China 2025”programs. The United Nations Industrial Development Organization gives all supports to the World SME Conference and is ready to support and help SMEs in their participation in the Belt and Road Initiative.
世界著名管理大师、德国隐形冠军之父赫尔曼·西蒙（Hermann Simon）在演讲中指出，质量和创新是中小企业成为行业“隐形冠军”的重要因素。
Mr. Hermann Simon, a famous expert of business management and the Father of Hidden Champions in Germany, pointed out in his speech that quality and innovation are the critical factors that make a SME the “hidden champion” of its industry.
西蒙分析认为，隐形冠军成功的经验主要有六方面：一是企业或企业家无可替代需实现的目标；二是企业核心竞争力（如制定的标准、自有产品）等不外包；三是高度关注自有技术和市场；四是全球化业务链的构建；五是注重创新，既依据市场又依靠技术驱动；六是高绩效的企业文化。
Simon further clarified that six key factors are required to become a hidden champion: first, the enterprise or the entrepreneur is driven by an irreplaceable goal; second, the corporate core competitiveness (such as standards and products) is not outsourced; third, great importance is attached to self-owned technologies and market shares; fourth, a globalized business chain has been established; fifth, special stress is laid on innovation and the enterprise must be driven by both market and technologies; and sixth, the enterprise has highly effective cultures.
对于中国的中小企业而言，首先要做的就是提升自身质量，低成本已不足以成为一个企业成功的决定性因素，企业必须要实现全球化，建一个全球范围内的市场营销网络，从而成就国际化品牌。
To Chinese SMEs, quality improvement should come first. As low cost is no longer the decisive factor in determining the success of a company, enterprises must participate in the globalization process and establish a marketing network that covers all international markets, and build their international brands.
其次，创新对于“隐形冠军”也非常重要，它要求企业对研究、研发进行投入，同时也要求企业对自己的研究成果有相应的保护，避免被模仿。中国中小企业必须重新自我定位，依据市场和技术驱动进行创新，构建核心竞争力。
In the second place, innovation is also a key to hidden champions. It requires that enterprises keep investments in R&D activities and take actions to protect their existing achievements from counterfeiting. Chinese SMEs must re-define their positions in the market and build their core competitiveness by innovation that is driven by markets and technologies.
除质量和创新外，西蒙建议，中国的中小企业要和客户保持紧密联系，包括企业客户和私人客户，客户代表着需求，企业的技术创新必须与客户的需求联系起来。同时要注重提高企业员工的素质，对员工不断进行再教育和培训，加强员工对企业的忠诚度，以增加企业的国际竞争力。
Apart from quality and innovation, Simon also suggested that Chinese SMEs should maintain close relations with customers, including corporate customers and individual customers, and as customers mean demands, SMEs must combine their technological innovation with customer demands. Besides, special care should be given to employee quality and continuous re-education and training should be provided, which can add their loyalty and the competitiveness of SMEs as well.
中国中小商业企业协会首席专家、全国政协文化文史和学习委员会副主任叶小文以风趣幽默的风格做了主题演讲，他指出，一带一路要破解两大难题，插上两大翅膀，进一步扩大对外开放，避免陷入修昔底德陷阱。今天的世界看好一带一路，不仅因为它确实有互利共赢的经济愿景，而且中国的文化基因也给我们提供了自信。工业和信息化部中小企业局副局长叶定达指出，当前，工业互联网、物联网、车联网、大数据、云计算、人工智能等技术在中小企业得到推广应用，中小企业信息化能力和水平不断得到提高，为中小企业创业发展、转型升级提供了新的途径和模式，拓展了中小企业新的发展空间。工信部将继续推动中小企业向云端迁移，开展智能化改造。引导中小企业加强云计算、大数据、物联网、人工智能等新一代信息技术的集成应用，提高在市场研判、产品研发、生产组织、经营管理、仓储物流、销售推广、服务增值等环节的创新能力和管理能力，实现云端设计与运营决策，实施智能化改造，提高中小企业快速响应市场需求和柔性高效的供给能力等。长期从事国际商务交流的津桥国际董事长赵鹏指出，“一带一路”倡议，推动中小企业合作是最大的机会，也非常有利于中小企业的发展。未来中国应参与到贸易游戏规则的制定，特别是让中小企业参与，让大家真正分享全球化带来的好处。积极推动各国政府减免税费，不断刺激中小企业发展，只有这样才能刺激未来经济发展，帮助年轻人成长，并解决更多就业。
Mr. Ye Xiaowen, a chief expert of China Association for Small & Medium Commercial Enterprises and Vice Director of CPPCC Committee of Literature, History and Studies, gave a keynote speech in his unique humorous style. He said that the Belt and Road Initiative needs to overcome two major barriers and requires two big wings, and therefore must further promote the opening of China to avoid falling into the Thucydides Trap. The Belt and Road Initiative is popular and highly recognized in the world, not only because it has the vision of mutual benefits, but also the Chinese cultures give us the confidence. Mr. Ye Dingda, Vice Director of SME Bureau of Ministry of Industry and Information Technology, said that due to the popularization and application of some advanced technologies in SMEs, such as Industrial Internet, Internet of Things, Internet of Vehicles, Big Data, Cloud Computing, and Artificial Intelligence, SMEs have improved capacity in Information Technologies, This has provided new paths and patterns for the growth and transformation of SMEs and has broadened the space for the development. The Ministry of Industry and Information Technology will continue its endeavors in promoting the application of cloud technologies and AI in SMEs. Efforts will be made to guide SMEs in the integration and application of new-generation information technologies, such as cloud computing, Big Data, IoT and AI. And on the other hand, efforts should be made to enhance the capacity of SMEs in market studies, product R&D, production organization, operation management, warehousing and logistics, sales and marketing, as well as service provision and value adding, so as to realize cloud based design and information based decision making and application of intelligence technology. These efforts will help SMEs in making quick and swift response to market changes and in realizing flexible and efficient supply capacity. Mr. Zhao Peng, Chairman of Oxbridge International Group and an expert in international business exchanges, said that the Belt and Road Initiative brings the most valuable opportunities to promote cooperation between SMEs and is also helpful to the development of SMEs. In the future, China should participate in the formulation of international trade principles, and especially SMEs should join in this process and share the benefits of globalization. Joint efforts should be done to promote tax reduction in various countries and to encourage the development of SMEs. This is the only way to stimulate future economic growth, to help youngsters develop their personal careers and to solve the employment issues.
本次大会包括多位国内外政要和来自世界30多个国家、国际组织以及企业界的1000多名代表共聚雁栖湖，大家围绕“推动互联互通互鉴，实现合作交流共赢”的主题，畅所欲言，进行了充分研讨。会议突出了重点，聚焦了热点，关注了亮点，解决了难点，提出了要点，达成广泛共识，取得预期效果。

凝聚了合作共识。与会代表认为，构建人类命运共同体，凝聚着每个企业家的共识和希望。中小企业作为世界各国经济社会发展的重要支柱，是最具有发展活力和创造力的企业群体。面对当前复杂多变的世界形势，在新一轮大发展、大变革、大调整时期，如何共迎挑战，推动健康发展，是摆在各国中小企业面前的一道难题。为此，唯有推进互联互通，凝聚合作共识，坚持相互借力，共享发展经验，才能不断拓宽领域，破解发展难题。
Consensus on cooperation. It is a common belief among all participants that the construction of a community with shared future is the shared belief and hope of all business owners As an important pillar industry supporting the national economy in many countries, SMEs are always the most vigorous and creative enterprises. Confronted with the complicated and fast changing situations, it is a common challenge before SMEs in all countries to achieve robust development in an era of with great development, reforms and restructuring. To achieve this goal of broadening our further development and to break the barriers in the way ahead, SMEs must build consensus on cooperation, stay interconnected and share their experience and practices.
增强了创新理念。与会代表强调，创新是一个民族进步的灵魂，是一个国家、一个企业兴旺发达的不竭动力。当前新一轮科技和产业革命给人类社会发展带来新的机遇，也提出前所未有的挑战。中小企业在激烈的市场竞争中要通过增强创新理念，把握市场先机，赢得主动优势，始终保持旺盛的生命力。
Enhanced pursuit for innovation. As stressed by the VIP speakers, innovation is the soul of a nation, driving its progress and also the engine of a country or an enterprise, boosting its prosperity. The new and valuable opportunities brought to human society by the new round of technological and industrial revolution are also accompanied by new challenges. In the markets with intense competition, SMEs must enhance their awareness of innovation, stay alert to opportunities and take active moves, to maintain their exuberant vitality.
确立了融通方向。与会代表指出，经济全球化的时代潮流不可逆转，世界已成为你中有我、我中有你的“地球村”。本次会议为世界中小企业的进一步相互融通搭建了交流的平台。推动形成有利于相关政策的协调和规划对接的合力，从而推动创造共同繁荣的全球中小企业的命运共同体。
New course set for interconnection. As pointed out by participants to this Conference, economic globalization is a nonreversible trend, because we are living in this “global village” where we are already inseparable from one another. This Conference provides a valuable platform for the interconnection between SMEs from all countries. It pools the efforts of all sides to promote the alignment and planning of related policies, so that they work jointly to realize the community of SMEs with shared prosperity.
明确了工作目标。与会代表提出，世界中小企业在今后的创新发展中要以开展多形式的务实合作为引领，加强项目的交流与对接，这是持续推进中小企业融通、壮大的基础。与会代表呼吁，要把美好愿景、蓝图变成现实，需要各国中小企业家的战略眼光和扎扎实实的行动。与会代表表示，通过本次会议的交流学习，各国中小企业在未来的发展中将会有一个新的突破。
Clearly defined goals. As is pointed out by participants, SMEs throughout the world must cooperate practically in various forms, and share and align their projects in the coming future, which provides the foundation for interconnection and shared development. Participants appeal that to turn the beautiful visions and blueprints into reality, strategic thinking and practical actions are required. Participants affirm that through their experience in this Conference, new breakthroughs can be expected in the future development of SMEs.
独树难撑大厦，众智可夺天工。与会代表相信，中小企业的发展既充满希望，也面临着严峻挑战。未来无比光明，但前方的道路不会平坦。世界中小企业只有携手合作、结伴成行，才能共享共鉴、行稳致远，积极响应“一带一路”倡议，才好实现持久稳定的发展，迈向更加美好的明天。
A single tree supports no entire house, but joined hands make wonderful things. It is commonly believed that the way up ahead SMEs is full of hopes and challenges as well. However bright the future will be, the way to it is never easy. SMEs can share and learn from one another and achieve their lofty goals, only by responding actively to the Belt and Road Initiative, joining their hands and fighting as a team for the way to a sustainable and bright future.
